if fully built refers to your whole engine properly done and tuned then you are looking at 20-25 psi. If it is your everyday ricer civic with a turbo, then you are looking at 8-10 psi.

Depends on what you mean by fully built. If it just has the internals done with low compression pistons (9.0-1 or lower) without sleeving the block then 15 PSI is pretty much it. If it has been sleeved and the low compression pistons are there then about 25 PSI is very good. However if you dont have a limited slip differential anything over 10 PSI you will just spin wheels in the first three gears. You will also have to get a full engine management system for the higher boost levels. You can run a stock ECU for about 5-7 PSI with an aftermarket fuel injector controller, but anything higher you are going to need precise control for proper fuel.
